Solar Energy in Maricopa, Arizona: What Homeowners Need to Know

Maricopa is one of Arizona’s fastest-growing cities — and one of the most geographically isolated from the Phoenix metro. That distance has real implications for solar: contractors who don’t regularly work in Maricopa may not be familiar with local permitting requirements, and the city’s newer housing stock creates both opportunities and specific considerations for solar planning.
This guide covers what Maricopa homeowners need to know about going solar — or getting an existing system working properly.
Maricopa Solar Permitting
Maricopa processes solar permits through its Development Services permit center. The city has published a solar photovoltaic guide that outlines submittal requirements. A licensed contractor should handle the full permit process.
Maricopa tip: The city’s distance from the Phoenix metro means not every Valley-based contractor has experience with Maricopa’s specific permit office and inspection process. Ask whether the contractor has completed jobs in Maricopa recently — not just ‘the Phoenix area.’ |
APS Service in Maricopa
Most of Maricopa is served by APS. APS uses net billing and time-of-use rate plans. Peak rates apply in the late afternoon and early evening — when Maricopa’s summer temperatures, amplified by the city’s open desert location, are most intense.
Maricopa’s distance from the Phoenix metro also means it experiences the open desert’s full temperature extremes — hotter summers and cooler winters than many parts of the Valley. A solar system sized for your actual Maricopa usage pattern will look different from one sized for an inner-suburb home with similar square footage.
Maricopa’s wide-open desert location means more dust exposure than many Valley cities — and more opportunity for wildlife nesting under panels. Annual panel cleaning and a one-time critter guard installation are worth including in your solar maintenance plan. |
HOA Rights for Maricopa Solar Homeowners
Under Arizona Revised Statute 33-1816, HOAs cannot:
• Prohibit solar installations
• Impose restrictions that increase your system cost by more than $1,000
• Require panel placement that reduces efficiency by more than 10%
• Enforce any solar restriction that violates this statute
Maricopa has a significant number of newer planned communities with active HOA design review. Starting the HOA submittal at the same time as the city permit avoids unnecessary delays.
Solar Incentives Available to Maricopa Homeowners in 2026
INCENTIVE | AMOUNT | STATUS 2026 |
Federal Residential ITC (25D) | 30% of system cost | Expired |
AZ State Tax Credit | 25% up to $1,000 | Active 2026 |
AZ Sales Tax Exemption | 100% of sales tax on equipment | Active 2026 |
AZ Property Tax Exemption | Added home value excluded | Active 2026 |
APS Battery Pilot Program | Up to $3,750 (limited) | Active — APS only |
The 30% federal residential solar tax credit expired December 31, 2025. The Arizona state tax credit — 25% up to $1,000 — remains active with no expiration date. File Arizona Form 310 to claim it. Unused credit carries forward up to five years. |
Already Have Solar in Maricopa?
Maricopa’s rapid growth attracted solar sales activity, and some of those companies have since closed. Equipment warranties from all major manufacturers remain valid regardless of installer status.
• Dust accumulation from Maricopa’s open desert location is significant — annual cleaning is worth budgeting
• Monitoring disconnection after internet provider changes is common in newer communities
• Roof removal and reinstallation issues from reroofing projects are a common service call
